2021年12月21日(水)、北海道大学博士課程DX教育プログラムに参加している大学院生8名が富良野市を訪問しました。富良野市特有の産業であるワイン事業の発展、住みよいまちづくりに向け、ゴミのリサイクル率向上を目指す同市のスマートシティ推進施策の立案が目的です。8月より日本オラクル様のクラウドを活用したワークショップを通してグループワークを続けてきました。コロナ禍により現地訪問は延期されてきましたが、移動の規制が緩和され、初のフィールドワークとなりました。(北海道大学は富良野市様と日本オラクル様と連携し、スマートシティ推進事業に教育の一環として参加しています。詳細はこちら)
After arriving in Furano City, an opportunity was set up at the city hall to exchange opinions with Furano City Mayor Taketoshi Kita and members of the Smart City Strategy Office. After that, we were divided into two teams and conducted a field survey. I'd like to introduce you to the situation.

hello everyone. We would like to thank Hokkaido University and Oracle Japan for implementing the "Doctoral Course DX Education Program: Smart City Promotion Support Program in Furano City, Hokkaido" using Furano City as a field. I am very happy that the fieldwork in Furano City, which was postponed from the end of August due to the influence of Corona, has come true today.
このプログラムにはテーマが二つあります。一つ目は富良野市が直営で活動しているワイン事業です。ご承知の通り、コロナによる観光客の減少により販売実績は厳しい状況にあります。そのような状況ではありますが、喜ばしいニュースもあります。今月(12月)15日に、アイスワインを出荷させていただきました。このアイスワインの製造にある程度のデジタル技術は利用していますが、実にアナログで生産しております。24時間、マイナス8℃以下になる冬期間に収穫することになります。これも「ふらのワイン」醸造に向けたこだわりです、デジタルではコントロールできない自然が相手の仕事です。DXを活用しながらも自然との融合、あるいは人間との融合も視野に考えていただきたいと期待しております。ワイン事業は来年2022年に50周年を迎えます。2022年は是非とも次の50年に向けた希望の年としたいと願っております。二つ目の課題は、長年にわたって富良野市のみなさまに支えられながら続けているゴミの分別、リサイクルです。当初は「埋めない」からスタートし、次に「燃やさない」、そして現在は「分別し、資源とする」というフェーズに入っております。今は14種の分別を行っております。私たちはゴミを「資源」と捉えております。このゴミを活用したゼロカーボンシティ、カーボンニュートラルの実現は市民にとって新しい目標となっております。行政側には期待感はありますが、どんな手法で実現に向けて近づけるのか、動くことができるか頭を悩ませておりました。それを北海道大学のみなさんと一緒に考えたいというのが今回の目的です。みなさんによって導き出された提案を生かして富良野市の未来に繋げていきたいと考えております。どうかよろしくお願い致します。

I am grateful for the opportunity to visit Furano City during the busy end of the year. The students participating in this program are the first students selected for the "Graduate School Doctoral Education: Ambitious Program for Pioneering Smart Materials Science," which began this academic year. Although they are doing research in different fields, they participated in this program to learn data science methods and to acquire communication skills that will be necessary when they enter the workforce in the future. The program started with an online kick-off in August, and two workshops were held at Hokkaido University. Japan under the guidance of Oracle, we are in the process of using the valuable data received from Furano City to find solutions to the problems divided into "wine team" and "recycling team". In the process, the students expressed a desire to actually visit the site. This time, in response to the students' requests, the site visit was realized. We hope that this visit to Furano City will give you new insights and experiences that can only be felt in the field.

リフレクション(振り返り)を含めて今日の目的を確認しましょう。テーマは「DX」です。「DX」は、デジタル化でもデジタライゼーションでもなく「デジタル・トランスフォーメーション」です。さらに補足します。単にデジタル技術を使うのではなく、生活や働き方など人々の日々の営みにデジタル技術またはAIが滑らかに浸透し、これまでの暮らし方がよりよく変わることが大切です。分析して課題を指摘するだけではなく、何かを変える企画を提案するのがこのワークショップの目標です。企画のタイトルやコンセプトは重要ですが、最も大切なのはコンセプトの背景を考えることかもしれません。プルーフ(証明)の方法はAIやデータ解析によって導き出せばいいのですがそれでは不完全です。現地を訪れて新鮮な目で、地元の方が気づきにくいようなファクトが見つかれば、コンセプトは自ずとクリアになっていくと思います。ぜひ、みなさんの目で実物を見て、現場の声に耳を傾けてみて下さい。大きな変化を求める必要はありません。小さな変化が大きな変革に繋がることもあります。楽しみながら小さなDXを目指して頑張って下さい。
Introducing fieldwork
After completing the fieldwork, we gathered again at the city hall and held a review meeting. Representatives from the two teams gave their impressions.
Ms. Honoka Kawamukai from Wine Team:
We visited a wine factory. Looking at the data, I have only seen numbers such as what kind of people buy it and where it is shipped, but I actually visited the factory and learned that Furano Wine is not only pursuing profits, but also I understand that you are trying to increase the brand value as a rooted wine. I think that is both the difficulty and the charm of aiming to increase sales. I sampled the wine. It was very delicious. Recently, the number of tourists has decreased due to the influence of the corona virus, and it has been found that the wine factory shop, which has contributed to sales so far, continues to be in a difficult situation. Based on these stories, I would like to propose a solution to the problem.
Recycling team Mr. Yuki Kuga:
Based on the data we had in advance, we have seen garbage stations with low recycling collection rates. In addition, at the recycling plant, I was able to see the process of actually manufacturing fuel, and learned that the quality of the fuel deteriorates and the machinery at the plant breaks down if impure waste is mixed in. In order to recycle efficiently, I strongly felt that it is important to properly separate waste. I would like to think about measures that are easy to understand for a wide range of people, such as the ingenuity of separating garbage when throwing it away.
The students actively asked questions at various sites and tried to absorb the voices of the real people. Active exchanges took place, such as asking questions to people working at the city hall, wine factories, and recycling factories, and requesting them to provide data that they would like to analyze. In January 2022, we plan to prepare proposals for solving problems based on data analysis at the Sapporo Campus. It was a valuable opportunity to motivate the students for the final presentation in February.
